Pemuteran Travel Guide

The quiet gateway to Menjangan’s reefs.

By The Bali Guideline Editorial TeamUpdated 15 October 2026

Area Brief

What Pemuteran is really like.

Pemuteran is a small dive village on Bali’s dry north-west coast, 20 to 30 minutes east of West Bali National Park and the jetties for Menjangan Island. It suits snorkelers, divers and anyone happy with quiet evenings. The airport is 4 to 5 hours away by car, about 150 km, so give it three nights or more.

Pemuteran is a fishing village of about 8,600 people in Gerokgak, on the coast road between Singaraja and the Java ferry at Gilimanuk. Dry hills rise behind it, a calm bay of grey sand lies in front, and a chain of reefs sits one to two kilometers offshore. Many families descend from people who left Seraya, in east Bali, after Mount Agung erupted in 1963.

The reefs explain the rest. By the late 1990s, bleaching and bomb and cyanide fishing had wrecked them. In 2000 the village, local dive centers and the Global Coral Reef Alliance began the Biorock project: steel frames carrying a low electric current that speeds coral growth. More than 132 structures now cover about 2 ha of the bay, and in October 2025 UN Tourism named Pemuteran one of its 52 Best Tourism Villages, largely for this work.

Read the full overview

The big draw lies 20 to 30 minutes west. West Bali National Park covers about 19,000 ha of dry forest, savanna, mangrove and sea, and is the native home of the endangered Bali starling. Offshore, uninhabited Menjangan Island is ringed by coral walls that drop from about 5 m below the surface to 60 m and more, about 30 minutes by boat from Pemuteran beach.

Daily life is quiet. About 225 locally owned businesses, from homestays to dive shops, line the main road and the beach lanes, and there is no nightlife to speak of. The weak spot is that road: trucks and buses to and from Java use it day and night, so walk the beach instead.

Compared with Lovina, 1 to 1.5 hours east, Pemuteran is smaller and quieter, with clearer water and fewer restaurants. Amed, in the east, has easier shore snorkeling and is closer to the airport, but nothing like Menjangan’s walls. The catch is distance: 4 to 5 hours by car from the south, so a day trip makes no sense.

Best for
Menjangan snorkeling, diving and quiet beach days
Vibe
Sleepy dive village with early, quiet nights
From the airport
4–5 hrs by car (about 150 km)
Days needed
3–4 nights; Menjangan alone takes a day
Best time
April–October; boats in the calm mornings
Getting around
On foot in the village; car with driver beyond

Pemuteran is a good fit if…

  • Snorkelers: Menjangan’s walls start about 5 m below the surface
  • Divers: walls, a 19th-century wreck, muck dives and a temple garden
  • Couples and families who want a calm bay and early nights
  • Birders and walkers on guided treks in West Bali National Park

Skip it if…

  • You want nightlife, beach clubs or shopping
  • You have fewer than three nights: the drive is 4–5 hours each way
  • You want white sand: the village beach is grey and hot at midday
  • You get seasick: Menjangan means up to 30 minutes by boat each way

Neighborhoods

Which part of Pemuteran to base yourself in.

Pemuteran is not one place. Each pocket has its own pace, noise level and walking distance to the things you came for.

Gold labels are the neighborhoods below. Numbered pins match the things-to-do list; zoom out for the day trips.

  1. 01

    Pemuteran village and bay

The village runs along the Singaraja–Gilimanuk road, with the beach a short lane away. Resorts face the bay, dive centers and warungs line the road, the fishing harbor sits at the east end, and the nearest Biorock frames lie about 50 m off the central beach. With ATMs, minimarkets and boats from the sand, this is the practical base.

Best for: First-timers, snorkelers and anyone without a car

  2. 02

    Banyupoh and the Pulaki temples

About 3 km east, the coast road squeezes between the sea and the bare Pulaki hills in Banyupoh. Pura Pulaki stands beside the road with macaques on its walls, Pura Melanting sits a short drive inland, and Gondol beach lies below. It is the first part of the area you see arriving from Lovina.

Best for: Temple visits, ideally in the late afternoon

  3. 03

    Sumberkima, Pejarakan and Banyuwedang

West of the village the land flattens into dry scrub, small vineyards and mangrove bays. At Banyuwedang, in Pejarakan, hot springs rise at about 40°C at the sea’s edge, beside a small harbor used by Menjangan boats. A handful of secluded resorts sit on these bays, on the park’s edge or inside it, 10 to 15 minutes from Pemuteran by car.

Best for: Couples who want seclusion and the hot springs

  4. 04

    Labuhan Lalang and Teluk Terima

This is the park’s north-coast front door, about 15 km west. The Labuhan Lalang ranger office opens at 8 am, sells park entry and arranges guides and boats to Menjangan, about 20 minutes away; warungs, toilets and showers sit by the jetty. Teluk Terima, a little farther west, has a second boat point and the stairs to Jayaprana’s grave.

Best for: Independent snorkelers and early-start trekkers

  5. 05

    Gilimanuk and Cekik

Bali’s western tip, about 30 km from Pemuteran, is a port town rather than a place to stay. Ferries cross to Ketapang in Java around the clock in about an hour, and trucks queue for them on the main road. The park headquarters is at Cekik, just south of the port, and Gilimanuk is known across Bali for ayam betutu.

Best for: Travelers crossing to or from Java

Things to do in Pemuteran.

Ranked by how worth your time they are, with the practical detail you need before you go.

How we rank: how much each place adds to a first trip, weighed against cost, crowds and travel time from Pemuteran. Prices and hours checked 15 October 2026. Editorial policy

  1. 01Adventure

    Snorkeling Menjangan Island

Menjangan Island, 20–30 min by boat

Menjangan’s coral walls start about 5 m below the surface and drop past 60 m. Boats usually stop at the Post II wall and the Post III coral garden, which stays sheltered from summer winds. Turtles, batfish and reef sharks are regular, and a white Ganesha statue at the island temple faces the sea.

Tip: Dive centers quote the park fee at about IDR 200,000 a person, IDR 300,000 on Sundays and holidays (checked Oct 2026).

  2. 02Adventure

Diving Menjangan’s walls and the Anchor Wreck

    Menjangan Island

More than a dozen dive sites ring the island, mostly drift dives along walls of gorgonians with groupers, Napoleon wrasse and reef sharks. Eel Garden, in the channel facing Bali, gets strong currents and bigger fish. The Anchor Wreck, a 19th-century wooden trader, lies at 30 to 46 m. Mantas and whale sharks appear occasionally, mostly from December to March.

Tip: Trips leave around 8:30 am with two dives and lunch. Dive centers also run muck dives at Secret Bay, near Gilimanuk, and Puri Jati.

  3. 03Nature

    Biorock reef from the beach

    Central Pemuteran beach

Since 2000, Pemuteran has grown coral on steel frames carrying a low electric current. More than 132 structures, some shaped like turtles or temple gates, cover about 2 ha of the bay, and the nearest sit about 50 m off the beach at 3 to 7 m. Look for clownfish in big anemones, sponges and sea fans.

Tip: Free. Enter in front of the Biorock hut, never stand on the frames, and leave a donation.

  4. Scuba diver behind a coral-covered stone statue, with anemones and small blue fish in the foreground04

    Adventure

    Underwater Temple Garden

Temple Wall (Pura Tembok), Pemuteran Bay

Reef Seen’s founder, Chris Brown, built a temple on the seabed off the Temple Wall: a 4 m Balinese split gate and more than ten stone statues at about 28 m, now coated in sea fans. A second stage of statue heads sits at about 15 m, within reach of newer divers. A team of local Reef Gardeners helps maintain it.

Tip: The deep section needs advanced certification. Boats take 5 to 10 minutes from the beach.

  5. 05Temple

    Pura Pulaki

Banyupoh, 3 km east of central Pemuteran

Backed by bare rock beside the coast road, Pulaki is one of Bali’s sea temples and heads a group of temples nearby. Tradition dates it to 1489 and the priest Dang Hyang Nirartha, said to have been led here by monkeys. Long-tailed macaques still roam its walls. The carved black-stone inner gate dates from 1983.

Tip: Wear a sarong, hold on to sunglasses and bags, and never feed the macaques.

  6. 06Nature

    Napoleon Reef and Close Encounters

Pemuteran Bay, about 2 km offshore

Two flat-topped reefs about 2 km offshore give the bay’s best boat snorkeling, with tops as shallow as 3 to 4 m. Close Encounters has a rich east slope and young reef sharks under its table corals. Napoleon Reef has giant sponges, gorgonians and cuttlefish laying eggs, and has recovered well from El Niño bleaching.

Tip: Local boats take 5 to 15 minutes from the beach; go in the morning.

Seasons

Best time to visit Pemuteran.

Pemuteran and the park sit on the dry side of Bali: the park records about 1,500 mm of rain a year, most of it between November and March. April to October brings calm seas, clear water and dry trails. From July to mid-September southerly winds roughen the afternoons, so Menjangan boats leave early. The rainy months bring storms and cloudier water after heavy rain, but diving runs all year, and that season gives the best odds of a manta or whale shark.

Crowds stay small. Resorts treat mid-June to mid-September and the Christmas and New Year weeks as high season, and the Pemuteran Bay Festival, with dance, a fishing contest and coral planting, filled the beach from 4 to 6 December 2025. The Lebaran holidays bring long queues at the Gilimanuk ferry and slow traffic on the coast road.

Nyepi closes the whole island for 24 hours on Monday 8 March 2027: no boats, no driving and no ferry to Java. Galungan falls on 13 January and 11 August 2027, when Pura Pulaki and the village temples fill with worshippers.

Getting There

How to get to Pemuteran.

Travel times to Pemuteran
Ngurah Rai Airport (DPS)4–5 hrsAbout 150 km by pre-booked car, usually over the mountains via Bedugul and Munduk or Lovina. Land after midday and you should sleep near the airport first.
Ubud3.5–4.5 hrsAbout 130 km by car via Bedugul and Munduk or Lovina, then west along the coast.
Seminyak or Canggu4–5 hrsAbout 140 km via Mengwi and Bedugul. The west-coast road through Tabanan and Negara is a little longer and busy with trucks.
Lovina1–1.5 hrsAbout 47 km west along the north-coast road through Seririt.
Munduk1.25–1.75 hrsAbout 54 km down to Seririt, then west along the coast.
Gilimanuk (ferry from Java)40–60 minAbout 30 km east past the park. The ferry from Ketapang takes about an hour, runs around the clock and is ticketed only through Ferizy.

Getting around Pemuteran

Pemuteran is small enough to walk, and the beach is the pleasant route between the hotels, the Biorock center and the fishing harbor. The main road is not: it carries trucks and buses to and from the Java ferry. Hotels and dive centers can arrange scooters and drivers.

For the park, Gilimanuk or the drive in, hire a car with driver; Grab and Gojek rarely have drivers out here, and there are no metered taxis. Several dive centers run Menjangan boats from Pemuteran beach, so you only need a car to go independently from Labuhan Lalang.

Know Before You Go

Pemuteran tips that save time and trouble.

  1. 01Pay Bali’s IDR 150,000 tourist levy online through Love Bali before you travel; the park fee is separate.
  2. 02Bring rupiah for the park fee, boats and warungs. ATMs are in Pemuteran and Gilimanuk, none at Labuhan Lalang.
  3. 03Book Menjangan the day before and go early; the ranger office opens at 8 am and the wind often rises after midday.
  4. 04Every trail in the national park needs a ranger guide; book one a day ahead.
  5. 05Use the marked entry points at the Biorock and never stand on coral or the steel frames.
  6. 06At Pura Pulaki, put away sunglasses, hats and food, and do not feed the macaques.
  7. 07Buy Java ferry tickets online through Ferizy before you reach Gilimanuk; the port does not sell them.
  8. 08Drive the coast road in daylight; overtaking trucks and buses make it hard work after dark.

FAQ

Pemuteran questions, answered.

Is Pemuteran worth visiting?

Yes, if snorkeling or diving matters to you. Menjangan Island’s walls are among Bali’s best reefs, the Biorock frames sit right off the beach, and the village is calm. Skip it for nightlife, white sand or a short stay: the drive from the south takes 4 to 5 hours each way, so plan at least three nights.

How do you get to Pemuteran from the airport?

By pre-booked car with driver: about 150 km and 4 to 5 hours, usually over the mountains via Bedugul and down through Munduk or Lovina. The west-coast road via Negara carries heavy truck traffic, and Grab and Gojek rarely do this trip. If you land after midday, sleep near the airport first.

How do you get to Menjangan Island?

Most people book with a Pemuteran dive center. Some run speedboats from Pemuteran beach, about 30 minutes each way; others drive you to Labuhan Lalang for a 20-minute crossing. Independently, go to the Labuhan Lalang or Teluk Terima ranger office from 8 am, pay the park fee and hire a boat.

How much does it cost to snorkel at Menjangan?

Dive centers quote the national park fee at about IDR 200,000 per person a day, IDR 300,000 on Sundays and public holidays, under-12s free (checked Oct 2026), paid on site. Boat, guide, gear and lunch come on top, as a dive-center package or per boat at Labuhan Lalang, so sharing a boat saves money.

Can you snorkel from the beach in Pemuteran?

Yes. The Biorock frames sit about 50 m off the central beach at 3 to 7 m, and snorkeling them is free; enter in front of the Biorock hut and leave a donation. For clearer water, take a local boat 5 to 15 minutes out to Napoleon Reef or Close Encounters.

When is the best time to visit Pemuteran?

April to October, when the sea is calmest and clearest; from July to mid-September take morning boats, as afternoons turn windy. November to March brings storms and cloudier water after heavy rain, but diving runs all year, and mantas and whale sharks appear most often then. Avoid Nyepi on 8 March 2027.

How many days do you need in Pemuteran?

Three to four nights: a day on Menjangan, a day for the park, the hot springs and Pura Pulaki, and a day on the bay reefs or a second Menjangan trip. Divers often stay a week for the Temple Garden and the muck dives at Secret Bay and Puri Jati. With fewer nights, the long drive eats too much of your stay.

Do you need a guide in West Bali National Park?

Yes, for anything on foot. Hiking alone is not allowed; a park ranger must lead treks and birding walks, booked at the Labuhan Lalang office or the Cekik headquarters, ideally the day before. Trails run from one to two hours at Prapat Agung to about eight hours on Gunung Klatakan.
